Update the libraries used in the web application

Description

The subject of the order is to update Java, the Play framework and the libraries used by the web application . The website currently uses Java 11 and Play framework 2.6.21 (as of 2019). I will order to update the code to Java 21 (or ideally: change to Kotlin language) and to the latest Play (2.9.2 or 3.0.2). The site code consists of 440 java files.
