Looking for a specialist who deals with so-called Upscaling. I have some footage of a car that caused a collision and then fled the scene. I need to determine its license plate. Unfortunately for me (an ordinary person) the license plate numbers of this car remain unreadable. On the other hand, I believe that I will be able to find a specialist who, using various programs and modern techniques, will be able to determine at least part of the license plate.
