Writing a script that copies files from one location to selected folders

I will commission a script or programmer with a simple GUI that moves (cuts) files from one location of my choice to another location where the folders are located.

1 I choose a location on my hard drive where the files to be moved are located.

2. I choose how many files to move from that location, e.g. 145 files, in equal, same number to each folder. There is one folder with subfolders.

3. I choose another location on the hard drive where the files should move. The files are without extensions

4. end the operation

If there are not enough files in a folder, the application runs anyway and moves 145 files at a time. That is, it moves to as many folders as there are enough files.

The script on Windows 10/11. programming language does not matter.
