We are looking for a program that will recognize the product and compare it to another photo

To a program in php/symphony levels (e.g. JSON), it passes a link to a reference photo e.g. https://a.allegroimg.com/original/11d299/dde8d17e4129a8c4cc72edd32fcd/BRANSOLETKA-SURVIVAL-5w1-PARACORD-KRZESIWO-KOMPAS

and photos for comparison e.g.

and in response it receives information on how much percentage the product in the reference photo is similar to the comparison photos:

photo1 - 95%

photo2 - 90%

photo3 - 3%

The programming language is arbitrary.

I have several thousand such photos that I could for teaching to indicate which photo should get, for example, more than 70% and which below. I assume that more than 70% is the product in the photo is consistent with the model product.

I attach some graphics:

- photos on a white background should get over 70%

- photos on red should get below 70%.

I give some easier as well as more difficult cases.

Does anyone have such a solution or is able to write. Is it doable? What accuracy can I count on? Please give me a quote for such a solution.
