We have PSD views of the company website (main page, article view, category view, contact) and we are looking for a contractor who will implement the page in any framework / cms, with the condition being maximum performance (loading time, Google page speed rating, expected to be max).
Rather, we reject WordPress because of too many functions (unless in a heavily modified version) and we only need: Content management (subpages, entries), SEO, Tags and that's it. CMSs or super-efficient frameworks in Python / Ruby / PHP are welcome.
