Customer Engagement Mobile App

I need an Android app. I would like it designed and built. This app doesn't have big functionalities. This has only feature to capture images. The ultimate target of this app is to capture all the mindsets of an user about an incident he/she looking at as an icons. Finally the user be should able to select suitable icons and send the image with it. Basically, what I want is to design a mobile app to capture all the thoughts of an user about a particular context in simple way using icons/emojis. If you have your own design I'm happy to increase the budget of the project. The attached image is an example to capture feelings about a food by a user. The user can choose food menu and then choose how taste it is. So it is possible to capture the users opinion about a particular context. Likewise, come up with your own idea to capture accurate user opinions about a particular context for an example. Agricultural field.
