Creating a facebook fanpage / meta, instructions.

I am looking for a facebook / meta marketing specialist. I run a law firm with a partner, I need help with the following:

1. creating a fanpage of the law firm - plus possibly partners of the law firm; possibly determining that personal profiles would be better;

2. setting rules for inviting friends to like the fanpage (possibly adding to friends in personal profiles);

3. establishing rules for inserting posts/reports so as not to limit reach;

4. to determine step by step what actions to take and what not to take in order to maintain reach;

5. I care that my friends see my posts and after their reaction the posts will be seen by their friends. I am not targeting the general user base, I care about referral clients and making as many friends aware of the business as possible;

6. the law firm's profile will be run independently - I need instructions that will allow me to run the fanpage without losing reach.
