Changing dimensions and adding an allowance for printing files

Good day,

I have created two files (stock labels) but I received a call from a printing house that they do not meet certain requirements.

I have labels in PDF, the issue is to change the size to exactly 111x17 (at the moment they are 104mm - I do not know how, because in the program I set the exact size as above).

Labels have a colored background, printing company requires that on each side there is a little allowance (so that in the case of trimming it does not turn out that there is a white gap without color).
