I order to write an application using https://docs.opencv.org/3.4/d8/dfe/classcv_1_1VideoCapture.html.

The task of taking a photo, recording a video from the level of devices installed in WIN10. Saving to a folder with the specified name + description.

Procedure:

1. start the application

2. read the qr or barcode dock or enter the ID manually

3. take a sequence of photos of movies

4. possibility of adding a TXT note

Saving the material to a folder named ID
