Creating a plugin to integrate DPD services with WooCommerce

I am looking for a programmer who will write a plugin for WooCommerce that will allow to send return packages from the admin panel. Shipments in the store will not be carried out in a standard way - each order will be collected from the customer, who will get a previously generated shipping label on e-mail, a courier will come to collect the package and deliver it to the company's headquarters.

I would like to ask for a quote for creating such a plug-in and the implementation time. We are keen on a fairly quick implementation.
