A simple modification on a page in wordpress

Description

I need to make modifications to the certop.pl website:

- currently I have several identical pages created, where only the name of the locality is changed (for seo purposes) e.g. https://certop.pl/swiadectwo-energetyczne-warszawa/ and so for other localities.

- I would like to create a template, into which I could freely change and these changes would appear on all pages of this template.

- in the second stage I would like to upload some ready graphic template for better presentation of the site.
