Creating a framework for a simple portfolio website

Hi,

I'm looking for someone to create me a simple skeleton of a portfolio site that I can fill in and update for myself. It can be Wordpress, it doesn't have to be, it's important that I am able to use it easily.

Functions I need:

The site in two language versions - to switch between PL / ENG.

On the homepage, I would need tiles with photos and captions of projects, divided into portfolio categories (3-4 categories), preferably the selection of categories would update the tiles on the homepage in real time

In addition, preferably on the left side additional tabs:

- bio,

- contact

+ icons for social media

Portfolio pages when you enter a project - either stills from videos in a scrolling gallery, or a link to the video embedded on the page, or both + a description of the project.

By appointment, I will send a detailed picture of how I envision it.

I have a domain and hosting, I also have wordpress, which I can't manage, but I'm not attached to it.

I care about the framework itself, with the ability to fill in and simple enough for me to add categories, update, etc. on my own in the future.
