Transfer data from XML files (10GB+) to a Database (ideally SQLite).

Description
I have a lot of XML files describing each public procurement announcement. The announcement has fields such as date, category, CPV numbers, announcement title, description, division into parts, each part can have its own criteria for selecting contractors, etc.
The task is to transfer the XMLi to a relational database. He expects to create relationships between tables, populate with data and deliver the database file. I have no idea how to price so I am open to suggestions.
