Problem with display ads in remarketing campaign

I need to display static remarketing ads to users who have been to the company website in the past. Seemingly the ads are displaying there is traffic from this campaign under these users this ad is not displaying to all users who have been on the site despite high rates and high budget, I am looking for support in this topic.
