Improve and convert my brand's graphic elements to vector format

I am launching a clothing brand and have created the logo, lettering, patterns, colours and style to follow.

What I would like to do is make the final improvements to all the elements (the pattern needs a little more work as I want to make it modular) and render them in vector format.

In addition, I would like to understand how much it would cost to include all these elements with their descriptions in a brand book that follows the style already identified.
