Implmentation/snipped tracking codes floodlights + contact form 7 + GTM setup

As in the topic we need a specialist in the implementation of tracking codes to the site and the form probably using GTM currently we can not set the number of hits by a given button or for example individual id of the form filler ( I do not know if it will not be necessary to write some variable every time someone wedges/sends a form) we have like the Counter itself ( number of hits) without user data. As far as I know without the ID we will not connect a particular form submission/submission with what happened to that user on the media side and then what happened to him/her further on the client side. We need this to work.
