Downloading and writing data from the Ethereum blockchain

I am looking for a person to make a website for me to track transactions on the Ethereum blockchain.

I do not have requirements for the design (personal use, so it can be simple), but I do have requirements for the sub-page structures

I do not have requirements for the way the site is made. The issue of the API used - to be discussed.

In brief:

I need a page that will retrieve and store data on newly created CAs on the Ethereum blockchain in a database. The site will also need to track and save selected addresses (wallets, not CAs) live. In addition to this, scanning of selected wallets (transaction history). Wallets will have to be tagged according to guidelines (e.g. X transactions from/to X address - automatically as well as manually). I don't mean scanning the entire blockchain and recording all transactions. In addition to that, retrieving information about the CA - marketcap, creation date, etc. Plus sorting in some places on the site.
