Creation of a discount website (short description of the website, promotional code that can redirect the user to the web

Hello, I would like to create a discount type site - I don't quite know how to do it but I have an idea - that is, some kind of "database" that has different pages + graphics for them(logo) and these pages divided into different categories like electronics, home and garden etc.

On the main page are supposed to be the most popular sub-pages (maybe sorted by views) more details I rather do not need to add just want to be able to add their promo codes to individual pages.
