Creating a Simple Bulletin Board Page

I am looking for an IT specialist to create the simplest possible MVP of a bulletin board modeled after klinikaofert.pl, with the following functionalities:

Adding ads: Users must be able to add job postings, with the ability to describe the position in detail, requirements and expectations for candidates.

Location and specialization: It is necessary to introduce an option to select the region of work and precisely define the professional specialization, such as doctor, nurse, physiotherapist.

Experience and salary: Employers must be able to indicate the level of experience required and the salary range, such as hourly or monthly. This will help fine-tune offers to candidates.

Ad duration: Each ad should be active for 90 days and have high visibility on the site during this period.

Payment and publishing: Integration with a payment system (e.g. HotPay, Przelewy24) required, so that when payment is made, the offer will automatically activate and be visible on the site.
